Maxim Lutsky
Rector of the National Aviation University
Doctor of Technical Science,
Professor
Maxim Lutskyi was born on June 4, 1976 in Kyiv to a family of scientists.
He graduated from Technical school No 79 (today it is the Lyceum of Information Technologies), where his favourite subjects were physics and mathematics. In 1992 he entered the National Technical University of Ukraine "Kyiv Polytechnic Institute". While studying in the third year of the University, Maxim Lutskyi won the competition held by the Association of Technical Universities of the World and was invited for an internship in Germany.
During the internship, he proved to be an experienced specialist and received the job offer, which he refused because he wanted to complete his studies in Ukraine. After graduating with a degree in Computer and Intelligent Systems and Networks, he continued his studies on Post Graduate Programme. He successfully defended his dissertation (2004) and received PhD in Technical Sciences in "Automated Control Systems and Advanced Information Technologies".
In 2007 he received the academic title of Associate professor at the Department of Management of Foreign Economic Activity of Enterprises at the National Aviation University.
In July 2012 he defended his dissertation and obtained the degree of Doctor of Technical Sciences in the specialty "Mathematical and content solution for computers and systems." In 2013, he was awarded the academic title of Professor at the Department of Information Technology Security of the National Aviation University. Scientific achievements are reflected in almost 100 scientific works, enshrined in copyright certificates and patents.
Maxim Lutskyi was elected Parliament Member of Ukraine of the 5th and 6th convocations. Young, experienced and energetic, he worked fruitfully for the economic strengthening of our state, the development of entrepreneurship and the formation of market infrastructure. He was the First Deputy Chairman of the Committee on Science and Education, headed the Committee on Science and Education of the Verkhovna Rada (Parliament) of Ukraine.
At his initiative, a significant number of amendments to laws and almost 100 bills were submitted, most of which later became effective regulations. The legislative initiative focused mainly on the development of the education and social protection of its participants, the regulation of relations in the field of intellectual property, innovative development and technology transfer. He was later appointed Deputy Minister of Education and Science of Ukraine, and later head of the Solomyansk District State Administration in Kyiv. He worked fruitfully and devotedly making efforts for the development of his hometown. He contributed to the re-equipment of medical institutions, the preservation of green areas of the district, coordinated social initiatives of the population through the authorities.
Maxim Lutskyi began his career at the National Aviation University as the director of a separate structural unit "Service Centre". Since 2004 he has been appointed Vice-Rector of the University, first for corporate governance, then for international cooperation, and later for the first Vice-Rector. His honesty and sincerity, professional abilities of the manager, rich experience in management positions were highly appreciated by the staff of the National Aviation University.
In 2021 Mr. Lutskyi received a convincing victory in the first round of elections, assuming the position of rector of the National Aviation University. As the head of the University, he fruitfully and successfully works on increasing the efficiency of the educational process, intensification of scientific activity, development of human resources, democratization of intra-university life.
Mr. Lutskyi, who is active in many spheres of life, extremely proactive and democratic, and aware of the needs of Ukrainians, is also the founder of the “Maksym Lutskyi Social Initiative” NGO. The program provides: charitable assistance to socially vulnerable and low-income groups, organization and holding of holidays, game programs; general, vocational, preschool and extracurricular activities; creation and implementation of programs of meetings with youth and elderly people.
Significant achievements in professional activity, many years of honest, fruitful and dedicated work, high competence and professionalism, highly appreciated by the state.
Maksym Lutskyi was awarded "Excellence of Education of Ukraine" and "Anton Makarenko" award pins, as well as the badge "For Scientific and Educational Achievements" and the Order "For Merits" of the III degree, he is also a Laureate of the State Prize of Ukraine in the field of science and technology.

Rimvidas Khrashchevskiy
First vice-rector of the National Aviation University
Doctor of technical sciences, professor
Rimvidas Khrashchevskiy was born on 08.08.1969 in Kaisiadorys, Lithuanian SSR, a Lithuanian.
In 1976, he went to Yasnohirsk school in Sarny district, Rivne region. In 1984, he left Yasnohirsk school and entered Brody pedagogical school in Lviv region. In 1988, he graduated from the above-mentioned school, specialty "Teaching of labor training and technical drawing in the 4-8th grades of secondary school" with the qualification of "A teacher of Labor training and Technical drawing”.
In 1988, he entered Voroshylovhrad Higher Military Aviation School of Navigators (now Luhansk). In 1992, he graduated with honors from the aviation school majoring in "Air navigation tactics" with qualification of an officer with higher military and special training, navigator-engineer. In the same year, he was sent to Chortkiv military unit #42039 in Ternopil region as a chief navigator of the aircraft for further service.
In 1994, Rimvidas Khrashchevskiy was reassigned to the post of a senior navigator of the aircraft in m/u 15558, Dubno, Rivne region. In October 1996 he was appointed as a regiment navigator (programmer).
In 1999 he entered the National Academy of Defense of Ukraine (NADU) in Kyiv, from which he graduated in 2001, received full higher education, specializing in "Combat application and control of operations of aviation units (parts, formations)" and qualified as an officer of military management of the operational and tactical level.
After graduating from NADU in 2001, he entered NAOU Postgraduate school, which he graduated from in 2003 with the defense of his thesis for the degree of Candidate of Military Science in the specialty "Military skills".
2003 – Rimvidas Khrashchevskiy was appointed as a senior lecturer in the Department of Air Combat Support, Department of Air Force Operational-and-Tactical Training, NADU. In 2004 he was appointed as the deputy head of the Chair of Aviation Combat Support and Space Systems Application.
In 2007 he was awarded the academic rank of assistant professor.
In 2008 he entered Doctoral Academy of National University of Defense of Ukraine. In May 2010 he resigned from the Armed Forces of Ukraine with the rank of Colonel.
August 2010 - January 2011 he took a British Council's 400-hour course in General and Business English with B2 level.
January 2011 - April 2011 - took a comprehensive course to obtain a pilot's certificate CPL(A)/IR.
April 2011 - May 2011 he took a Theoretical Training Course when retraining to fly An-2 aircraft.
May 2010 - September 2011 worked as an assistant professor at National Defence University of Ukraine.
September 2011 - November 2011 he took the 1st stage of English Language Course for the international airlines.
In November 2011 he received a pilot`s certificate.
In 2011, he defended his doctoral thesis at the Central Research Institute of Navigation and Control, specialty 05.22.13 - Navigation and Air Traffic Control. Thesis: "Methodological fundamentals for synthesis of the adaptive airspace allocation planning system".
September 2011 - February 2012 he worked as Associate Professor at the National Aviation University.
March 2012 - June 2012 he worked as a vice-rector at Ivan Kozhedub Air Force University, Kharkiv.
June 2012 - September 2014 – the Head and professor of the Chair of Air Navigation of Kirovohrad Flight Academy of National Aviation University.
In December 2012 he took the 2nd stage of English training course for international airlines and the Theoretical training course for the DA-40 aircraft retraining.
On June 26, 2014 he was awarded the academic rank of professor of the Department of Air Navigation.
September 2014 - September 2015 he was the Head of the Department of Air Navigation of KFA NAU.
September 01, 2015 - November 24, 2015 he worked as Acting Rector of the National Aviation University, Kyiv.
December 2015 - September 2016 he was the chief theoretical training instructor of the Ukrainian training center "Aviator".
Rimvidas Khrashchevskiy flew An-24/26, An-12, Yak-28, Su-24(M), An-2, and L-410 aircraft with the total flight time of over 1300 hours.

Oleksii Mykhalchenko
Vice-rector for innovative training and informatization
Candidate of Economic Sciences
Date of birth: January 12, 1977 in Mongolia.
He has been working at the National Aviation University since 1994.
Olexiy Mykhalchenko graduated from Kyiv International University of Civil Aviation in 2001, specialty "Marketing in production sphere" with qualification "Specialist". In 2001 graduated from the National Aviation University with a degree in "Management of Foreign Economic Activity" and qualified as "Specialist".
From 1994 till 1995 he worked in the exhibition hall of Marketing Center of Special Faculty of Retraining and Professional Development at Kyiv International University of Civil Aviation. For several years he worked as an engineer at the Special Faculty for retraining and advanced training, later he was appointed marketing engineer at the Institute for Postgraduate Studies.
From 2002 to 2006 he worked as Head of the Marketing Department of the Institute of Postgraduate Education. In 2011, he was appointed director of the NAU Institute for Postgraduate Studies.
In 2012 O. Mykhalchenko defended his candidate's thesis on the subject "Organizational and economic mechanism of the ATE personnel qualification development" by specialty 08.00.14 "Economics and enterprise management" (economics of air transport). In 2017, he was appointed Director of the Institute of Innovative Education, Kyiv National University of Construction and Architecture. From 2020 to 03.01.2022 he was appointed Director of the Training and Research Institute of Continuing Education of the National Aviation University.
He is the author and co-author of 22 scientific works, textbooks, including 2 monographs. He regularly takes part in international scientific conferences. O. Mykhalchenko, took part in the work of state authorities, commissions of the Ministry of Education and Science of Ukraine.

Iryna Zarubinska
Vice-rector for international cooperation and training
Doctor of pedagogical sciences, professor
Iryna Zarubinska was born on January 1, 1971.
She graduated from the Faculty of Foreign Languages of Mykhaylo Kotsiubynskiy Vinnytsia State Pedagogical Institute (diploma with honors in the English and German languages); the Faculty of Law of the State University of Infrastructure and Technology (Kyiv) majoring in Law; the Faculty of Management and Technology of the State University of Infrastructure and Technology (diploma with honor majoring in Management of organizations and administration);In 1999 she defended her candidate's thesis on "Formation of students' motives for learning in the process of the English language teaching".
In 2006 she was awarded an academic rank of associate professor of the Department of Foreign Languages by the decision of the Attestation Board of the Ministry of Education and Science of Ukraine.
1999 - 2006 she worked in the Verkhovna Rada of Ukraine in public service, while teaching at Mykhaylo Kotsiubynskiy the Vinnytsia State Pedagogical University and Vadym Hetman Kyiv National Economic University as an associate professor of the Department of Foreign Languages of the International Economics and Management Faculty.
In 2007-2010, she studied at the doctoral department of pedagogy and psychology of the Vadym Hetman Kyiv National Economic University.
In 2011 she defended her doctoral thesis: "Theoretical and methodological fundamentals of formation of social competence of higher educational economic institutions students" at the Institute of Higher Education of NAPS of Ukraine.
In 2014 she received an academic rank of professor in the Department of Foreign Languages of the National Aviation University.
2011 - 2016 she worked as a vice-rector of the National Aviation University for scientific and pedagogical activity and international relations and a leading researcher of the Institute of Higher Education of NAPS of Ukraine.
2017 - 2020, she headed the international activities of the State University of Infrastructure and Technology as a Vice-Rector for international relations and postgraduate training.
She was awarded honorary diplomas of the Ministry of Education and Science of Ukraine, the National Academy of Pedagogical Sciences of Ukraine for fruitful scientific and pedagogical activities to improve the content of the educational process.
Three years in a row (2011, 2012, 2013) she was winning the title "Teacher of the Year" in different categories according to the newspaper "Osvita".
A member of the Expert Council of the State Attestation Committee.
A member of the Interdepartmental Council for Coordination of Scientific Research of the National Academy of Pedagogical Sciences of Ukraine.
Iryna Zarubinska has trained 1 doctor and 4 candidates of sciences in specialities 13.00.04 - Theory and Methods of Higher Education, and 13.00.01 - General Pedagogy and History of Pedagogy.
Iryna Zarubinska is the author of project proposals and coordinator of projects of TEMPUS, ERAZMUS+ programs at the National Aviation University, State University of Infrastructure and Technology.
2011 – 2015 - a member of the Scientific and Methodological Commission of the Ministry of Education and Science of Ukraine for the training of foreign citizens.
As a member of working groups of the Ministry of Education and Science of Ukraine she constantly participated in the development of legal documents on the organization of the educational process in higher education institutions of Ukraine.
Iryna Zarubinska is the author of more than 120 scientific and research works.
She has undertaken internships at 17 universities and international organizations in 15 countries.
In 2019 she received the status of Ambassador of the International Maritime Organization (IMO, Great Britain, London) and Advisor to the Secretary General of IMO on the implementation of the International Convention on Training and Certification of Seafarers and Watchkeeping.
She is a member of the working group of the Ministry of Infrastructure of Ukraine on the implementation of international agreements in the field of transport and a member of the International Association of Aviation English of the International Civil Aviation Organization (ICAO), Montreal, Canada.
Iryna Zarubinska is a certified aviation English rater examiner and aviation safety instructor.
The scope of her scientific and organizational activities: integration of Ukrainian higher education into European educational space, international education, training of aviation specialists, aviation English, organizational development and leadership in education, individual and institutional leadership, social competence.

Anatoliy Polukhin
Candidate of technical sciences, professor of NAU
Anatoliy Polukhin was born on the 1st of May, 1947.
In 1965 he entered the Automatics and Computer Science Department of Kyiv Institute of Civil Aviation Engineers (KICAE), which he graduated from with honors in 1970 with a degree in Electronic Calculating Machines.
After graduation from 1970 to 1985 he worked as an engineer, senior engineer, senior researcher in the research departments of KICAE.
In 1984 he defended his candidate of technical sciences thesis in the specialty 05.07.09 "Dynamics, ballistics and flight control. In 1985 he received the academic rank of senior researcher, in 1990 - the academic rank of associate professor, in 2004 - the academic rank of professor of NAU.
1985 - 2004 he was a senior lecturer and from 2004 till 2008 worked as a professor of the department. From 1990 till 1999 he was the vice-dean of the Faculty of Automation and Computer Engineering. In 1999 he performed the duties of the dean of this faculty.
1999 - 2008 – a deputy vice-rector for education, head of training and methodological department of the National Aviation University. From 2008 to 2016 – a vice-rector for education, vice-rector for scientific and education work of the National Aviation University.
Since December 2016 - professor, Department of Computer Information Technology, Faculty of Cybersecurity, Computer and Software Engineering. Since October 2020 - vice-rector for education of the National Aviation University.
As a member of working groups of the Ministry of Education and Science of Ukraine constantly participated in the development of legal documents on planning and organization of the educational process in higher education institutions of Ukraine.
He is the author of more than 70 scientific and scientific-and-methodical works. The scope of scientific interests: qualitative systems theory, flight safety, theory and practice of higher education.

Yevhen Romanenko is the editor-in-chief of the scientific journal "Public Administration", editor-in-chief of the scientific journal "Expert: Paradigms of Law and Public Administration", editor-in-chief of the scientific journal "Public Administration and National Security", a member of editorial boards of the journals "Sociology of Law", "Strategy and Tactics of Public Administration", "Scientific Bulletin: Public Administration", "Scientific Bulletin of Institute of Public Administration in Civil Defense", "Bulletin of National Mediation and Conciliation Service".
Yevhen Romanenko is the author of more than 340 scientific works in the fields of public administration, political science, law, history, theology, etc. Under his supervision 7 doctors and 16 candidates of public administration have been defended.
Yevhen Romanenko is a member of the National Union of Journalists of Ukraine, member of Kyiv City Lawyer Association and an arbitrator of the National Mediation and Conciliation Service.
Yevhen Romanenko is an expert of the National Agency for Higher Education Quality Assurance on accreditation of syllabi in public administration, a member of the Joint Competition Commission for awarding the Verkhovna Rada Prize for Young Scientists and the Verkhovna Rada Scholarship for Young Doctors of Science.
Yevhen Romanenko is an Honored Lawyer of Ukraine and has a number of state, departmental and church awards.

Svitlana Timkina
Vice-rector for umanitarian policy and innovation
She was born on January 22, 1976 in Kryvyi Rih, the Dnipropetrovsk region. In 2001 she graduated from the National Aviation University and received the master's diploma with honors majoring in "Construction and operation of roads and airfields”.
In 2010 she graduated from the postgraduate school of National Aviation University, specialty 05.22.11 "Roads and flying fields”.
February 2002 - September 2002 - an engineer of the Department of Computer Technology for Construction of the National Aviation University;
September 2002 - January 2011 – an instructor of the Department of Reconstruction of Airports and Roads, National Aviation University;
September 2004 - February 2005 - Deputy Dean for Education of the Airports Department, National Aviation University;
January 2011- till now - senior lecturer in the Department of Airport and Road Reconstruction, Faculty of Architecture, Construction and Design, National Aviation University;
2018 - August 2019 - Deputy Dean, the Faculty of Architecture, Construction and Design, National Aviation University;
August 2020 to November 2020 - Head of the Department of Organizational Work in the National Aviation University Student Campus Dormitories;
November 3, 2020 – till now - Head of the Department for Student Affairs.
Svitlana Timkina is the author of more than 20 scientific works, including a textbook and methodological recommendations.
The scope of professional interests:
- Creating conditions for the comprehensive development of students;
- Organizational support of creative, scientific and physical development of young generation;
- Support of creative pursuits, personal growth, creating a warm emotional environment for the students of NAU.

Serhiy Yuldashev
Vice-rector for organizational, legal and security affairs
Serhiy Yuldashev was born on March 26, 1978, in Kyiv.
In 1995, he entered the Kyiv Institute of Internal Affairs of the National Academy of Internal Affairs of Ukraine.
In 1998 he received a higher legal education, majoring in "Law".
2000 - 2015 he worked in various senior positions in the Prosecutor's Office of Ukraine.
2015 - 2020 - Head of the Department of Economic, Air and Space Law at NAU.
November 2020 – till now - Vice-rector for organizational, legal and security affairs.
Dmytro Sotnikov
Candidate of economic sciences
Dmytro Sotnikov - was born on March, 13th, 1980 in Luhansk.
1995-1999 he studied at Luhansk Technical College of Transport Construction majoring in "Industrial and Civil Construction".
1999-2003 he studied at Kyiv National University of Construction and Architecture majoring in "Industrial and Civil Construction".
2009 - 2011 he studied at the Semen Kuznets Kharkiv National Economic University majoring in "Accounting and Auditing".
2004 - 2008 – a chief specialist of the Main Department of Municipal Property of Kyiv City State Administration.
2008 -2009 - a chief specialist for technical supervision at Artistic Arsenal of Kyiv City State Administration.
2009 - 2012 - Deputy Head of the Operational and Technical Department at the NAU.
2012 - 2017 - Head of Operational and Technical Department in NAU.
2017 - 2020 - Deputy Head of Construction and Technical Department in NAU.
Since November 2020 – chief engineer of National Aviation University.
