Round table "Contractual regulation of economic activity in the field of civil aviation"

On April 18, 2024, a scientific and practical round table "Contractual regulation of economic activity in the field of civil aviation" was held at the Law Faculty.

Pursuant to the cooperation agreement, the event, organized by the Department of Commercial, Air and Space Law of the Law Faculty of the National Aviation University jointly with the Department of Constitutional and Administrative Law of the Law Faculty of the State University of Infrastructure and Technology, was attended by legal scholars, aviation industry lawyers, representatives of government agencies and airlines, postgraduate students, and students.

Iryna Sopilko, acting dean of the Law Faculty, delivered an opening speech and invited the participants to fruitful cooperation, emphasizing the need to further improve national aviation legislation and contract law.

The discussion of topical issues of contractual relations in the field of aviation was attended by:

• Oleksandr Bokhan, deputy head of the Claims Department of the State Enterprise for Air Traffic Services of Ukraine;
• Tatiana Zagniy, director of the ICAO European Regional Aviation Safety Training Center;
• Valentyn Galunko, chairman of the Academy of Administrative and Legal Sciences, doctor of law, professor;
• Volodymyr Zarosylo - head of the Department of Law Enforcement and Anti-Corruption Activities of the Institute of Law of the Interregional Academy of Personnel Management, doctor of law, professor;
• Oleksandr Bryhinets - doctor of law, professor at the Department of Constitutional, Administrative and Financial Law of the Leonid Yuzkov Khmelnytsky University of Management and Law;
• Serhiy Moskalenko - doctor of law, professor of the Department of Jurisprudence and Branch Legal Subjectsof the Educational and Research Institute of Law and Political Science of the Mykhailo Drahomanov Ukrainian State University;
• Dmytro Bezzubov - doctor of law, professor, acting head of the Department of Constitutional and Administrative Law of the Law Faculty of the State University of Infrastructure and Technology (part-time professor of the Department of Commercial, Air and Space Law of the Law Faculty of the National Aviation University);
• Shakhreddin Askerov - President of Aerostar Airlines, etc.

A lively discussion took place at the roundtable, during which the following issues were discussed:

• application of contractual regulation in the field of civil aviation;
• impact of requirements to aviation activities on contractual practice;
• compliance with aviation safety conditions in contractual relations;
• types and content of certain contracts in the field of civil aviation, peculiarities of their conclusion and execution;
• experience and prospects of contractual regulation in this area, etc.

"In the future, it is advisable to pay attention to public-private partnerships in civil aviation, the balance of public and private interests, the development of business aviation, and the creation of conditions for expanding contractual regulation of economic activity in aviation and the range of subjects of contractual relations. Given the martial law in Ukraine and the existing threats, it is also necessary to constantly and systematically improve aviation security measures," said Liubov Netska, head of the Department of Commercial, Air and Space Law, summarizing the event.
